Lawrence Livermore National Laboratory (1987-2009), I was a
compliance analyst, environmental scientist, safety analyst, process
engineer, project leader and worked on innumerable special projects. I helped
maintain the Radioactive and Hazardous Waste Management (RHWM) Division
facilities and operations. This numbered about 12 facilities ranging in age
from 50 years to 1 year. This also included a newer Decontamination and Waste
Treatment Facility (DWTF) that took 10 years and over $ 50MM. This position
interacted with professionals in many disciplines including environmental,
health, safety, industrial hygiene, criticality, safety analysis, regulatory,
risk, legal, maintenance, operations, scientific programs and others. All
facility changes were processed through me with a configuration management
program, change control and document control. I reviewed most plans,
procedures, and documents numbering in the hundreds and several thousand
engineering drawings for the RHWM Division. This work included E H&S and
quality assurance audits and assessments of the facilities. Additional work
activities at LLNL included regulatory compliance with a multitude of
Federal, Department of Energy, government and state agencies to maintain the
E S & H requirements of the facilities and operations that store, ship,
treat and manage the Laboratories wastes. Responsibilities included
developing, maintaining and implementing EH&S programs, policies,
training and permits. Maintained a deficiency tracking and reporting program.
Work included safety analysis, quality assurance work and risk assessment for
facilities and operations. Compliance Analyst and specialist for
maintaining knowledge of DOE Orders, Federal 40 CFR, 49CFR, State Title
8 and Title 22 and other Federal, State, County regulations. Maintained and
trained on the facility emergency preparedness plan and self help plan. Work
included preparation, labeling, identification and shipping of hazardous,
mixed and radioactive waste to TSDFs. Conducted hundreds of facility audits
and assessments for EHS. Work involved integration of assignments with
Hazards Control and Environmental Protection Department personnel on
industrial hygiene, emergency preparedness, work permits and EHS activities.
System Engineering work activities included configuration management,
document control, procedure control, drawing control, as-built, redlines, CAD
and AutoCAD for all changes to electrical, water, air, storm, fire and other
engineering systems. Developed the change control program and attended
work permit meeting on a weekly basis. Reported and responded to all levels
of management due to complexity and importance of EHS work. · Worked as
a team member, project leader, manager of a multitude of EH&S and quality
projects within the Facilities, Safety and Compliance Group. This involved
